~Second plebeian had asked Cinna a question then the first plebeian had asked Cinna a question?
Then Cinna answered them.

I think this passage is the most significant because
He said he is going to Ceasar's funeral but thats's strange because he had help Cassius kill Ceasar. He's not going to funeral as a friend he's going as a trader . He rather trade his city and his good friend and follow after a jealous man .

2.what does whither mean ?
I think you're probably clear now that it was a case of mistaken identity that caused Cinna's (the poet, not the conspirator) death. And "whither" means "where."
